The Haryana Panchayati Raj Act of 1994 is a state-level law that governs the functioning of Panchayats in the state of Haryana, India. The Act was enacted with the objective of providing a democratic system of governance at the grassroots level. It empowers Panchayats to function as institutions of self-government and to take charge of planning, implementation and monitoring of developmental programmes and schemes.
The Act establishes a three-tier system of Panchayati Raj, consisting of Gram Panchayats at the village level, Panchayat Samitis at the block level and Zila Parishads at the district level. Each of these tiers has specific functions and responsibilities assigned to them. The Act lays down provisions for the conduct of elections to these bodies, as well as for their administration and finances. It also outlines the powers and duties of the elected members and the officers of the Panchayats. The Haryana Panchayati Raj Act, 1994 has been amended from time to time, with the latest amendment being made in 2019.
